So, we have established that the government can't help, the public schooling system can't help, the regulator is trying, but not effective.
Having a policy is not a plan.
The RESULTS of a policy demonstrate its value and effectiveness.
With the situation as it stands, we can all see the results of our fearless leader's policies.
The slow, steady strangulation of the core of any industry is eventually going to destroy the entire edifice.

One of the most simple and effective training tools is to make people aware of what they are doing already, then formalise it into a process.to take them through a period of uncertainty. That uncertainty is often generated with confrontation of something new to learn or manage.
Welcome to the OODA Loop.
It's a relatively unknown, but extremely simple learning and management tool that works virtually anywhere:-
Step 1. Observe. What is actually going on?
Step 2. Orientate. How is the situation developing?
Step 3. Decide. Having watched what's going on and what direction things are happening, plan your actions according to what your goal is.
Step 4. Act. Do whatever is required to advance, hold or retard the situation.
Then back around to step 1.
OODA.
Think of approaching a short flight of stairs for the first time. You will take it slowly and carefully, analysing your progress. You may also get bumped on the way past by somebody taking that same process at a heck of a speed.
Your OODA loop is processing slowly, theirs is finetuned and working quickly.
Think of your actions whilst sitting at cruising altitude from point A to point B. Slow and steady OODA looping.
Now think of short finals in a gusting crosswind on a narrow strip. Your OODA loop is spinning at a huge speed.

The OODA loop is imbedded from the get-go, in order to instil the process into the learners (and teachers or parents that take an interest.)
